Ministers have published a final report after an independent review of the Road Safety Authority.
It makes a series of recommendations for reform, with an aim of improving road safety generally.
It is anticipated the RSA will be split into two independent agencies.
One will be focused on delivering services like the driving test and NCT, the other will be responsible for road safety campaigns, education and research.
