The Government is being urged to make it easier for people to install heat pumps at home and in the office.
The Climate Change Advisory Council has also called for special measures to support older people to achieve warmer and more comfortable homes.
It's launched a report today, showing just 70 grant-aided pumps were installed per week last year - although close to 80 percent of residential buildings are technically suitable for them.
