The Garda Representative Association says it's "disappointed" the Justice Minister won't be attending its annual conference in Mayo next week.
Helen McEntee says it would "not be appropriate" for her to be there after the GRA didn't invite the Garda Commissioner.
Tensions have been high between the body and Commissioner Drew Harris in a row over rosters.
