4,170 children were living in emergency accommodation last month - a new record high.
Department of Housing figures show 9,671 adults were homeless in February.
The overall total is 13,841 - a net increase of 310 people on January's total.
The Simon Communities of Ireland says the Government needs to take "concrete actions" and should "enshrine a right to housing in the constitution."
