The President, Michael D Higgins says the Commission of Investigation's final report into Mother and Baby Homes shows how far short Ireland came in fulfilling the promise of a Republic.
In a statement, he said the focus now should be on meeting the needs of the survivors and to support them in any way.
The report outlined that 9,000 children died in 18 of these instutions between the 1920s and 1990s, and has recommended a redress scheme and access to birth certs for survivors.
President Higgins said the country should never forget the pain that was created by "such judgement and deprivation of care"
