Two Councillors have been found in breach of the code of conduct for Local Authority members, following an investigation by the Standards in Public Office Commission.
Sligo Cllr Joe Queenan and Cllr John O'Donnell from Donegal were both found to have acted outside the Ethics in Public Office Act.
An investigation was launched after an RTE Investigates undercover reporter filmed the two men discussing a proposed windfarm project.
The Standards in Public Office Commission has found that both men carried out serious breaches of their duty by failing to act in a transparent manner.
The Commission found against Sligo County Councillor Joseph Queenan on three of the four allegations he faced, and found against Independent Donegal councillor in all three of the allegations levelled at him.
A third investigation into Monaghan councillor Hugh McElvaney has been halted pending a High Court judicial review.
